It depends on the category, I think. Some mods seem to be faster than others.
Lately they've usually reacted within a week, but yes, I've waited a month in the past.
And porn is definitely not policed consistently. It seems to depend on whether it's het or hom to some degree, but at least one of the mods overrules the reports.
Why do you think DA considers stealing peachy-keen? Have you bothered reporting every art thievery you see? DeviantArt is not big brother or a celestial being that can see all, they have to babysit like hundreds of thousands of users. I don't think it's really fair to say that.
